The LSC exists to make England better skilled and more competitive.

to improve the skills of England's young people and adults to make sure we have a workforce that is of world-class standards.
We are responsible for planning and funding high-quality vocational education and training for everyone. Our vision is that by 2010, young people and adults in England have the knowledge and skills matching the best in the world and are part of a fiercely competitive workforce.
Here in the North East we have a tradition of developing innovative, hard working and determined people. Their commitment to learning has made the North East a better place to live, work and visit in recent years. The region will only continue to flourish and grow as learners continue in their desire to succeed in learning.
National Commissioning Framework Consultation
The National Commissioning Framework (NCF) will set out the core systems for planning, commissioning, procuring and funding for the education and training for 16-19 year olds, young people up to age 25 where a learning difficulty assessment is in place, and young offenders in youth custody.
A draft version of the full NCF has been published for consultation. The consultation will run for 12 weeks and will provide stakeholders with an opportunity to review the proposed approach and feed in comments.

The final version of the NCF will be published by the Young People's Learning Agency, in April 2010.
