Commissioning 08/09

The aim of the commissioning process is to secure, in an open and fair way, quality education and training that will deliver our targets and priorities confirmed during our local, regional and national planning work. Through this process, we aim to secure value for money for employers, young people and adults. We will commission provision through both ‘Open and Competitive Tendering’ (OCT) and ‘closed negotiation’.

We will open up the market to any organisation interested in delivering education and training through OCT. This provides an opportunity for organisations to express an interest through Pre-Qualification and if successful, compete through tendering to deliver education and training.

We will also enter into closed negotiations with our existing delivery network to negotiate agreement of future learner volumes, performance levels and funding.

Contracts/funding agreements and allocations will be finalised with local authorities/schools, colleges and providers through both open and closed commissioning routes.
