LSC Performance Reviews
The three main activities that form the performance process are:
- External Review of LSC by the Department of Innovation, Universities and Skills (DIUS)
- Internal Review of LSC by Chief Executive
- Review of Providers by LSC
At the External Review of the LSC, DIUS holds the LSC to account for its performance in delivering national Government targets, priorities and policies on a quarterly basis. It reviews progress against agreed plans and also discusses and agrees action required by both organisations.
The Internal Review of the LSC is the process by which Regional and National Directors are held to account by the Chief Executive for the performance of their respective Region or National Group. This is done against plans and targets which collectively underpin the LSC national plans agreed with DIUS. Formal reviews are held every six months with Regional and National Directors to consider how well we are delivering against targets and priorities and where we are succeeding and where we need to do more. The Chief Executive challenges where performance can be improved. In preparing for these reviews, Regional and National Directors will conduct reviews of their respective Regional and National Group operations against plans and targets that are embedded in the performance objectives of all teams and staff.
The LSC is committed to maintaining a light-touch performance relationship with colleges and providers which will enable us to invest in our funding priorities and to recognise and reward excellent provision. The LSC’s approach to discussing performance is proportionate in nature. On an annual basis, the LSC will review performance on the basis of the high-level summary of activity, and in role of seeking assurance that provision meets standards. Self-assessment will be at the heart of our dialogue. Intervention will be applied proportionately to the scale of underperformance. The most serious actions will affect only a minority of LSC funded providers, who will be issued notices to improve to tackle serious failure, or lose LSC funding.
