Standard Learner Number Rates

The National Rates are calculated to determine the unit of resource to be assigned to types of provision (e.g. school sixth forms, 16-18 Apprenticeships, other 16-18 Learner Responsive, Adult Learner Responsive and Employer Responsive). They are generated to allow the calculation of each provider’s allocation as part of the new ‘demand-led funding formula’ (Standard Learner Numbers x Provider Factor x National Rate) + Additional Learning Support. National funding rates are calculated from the funding envelope set out in the LSC’s annual Grant Letter alongside indicative planning values. The 16-18 rates take account of the Minimum Funding Guarantee.
