Business Cycle 2009/10
The LSC is committed to improving the process by which it discharges its statutory obligation to secure proper provision for 16-18 year olds and reasonable provision for those over 19. We want to make sure that this prepares colleges and providers for the way in which the learning and skills market will operate beyond the life of the LSC. We will do this by communicating with colleges and providers (the FE Sector) in a timely and transparent way.
By working with the FE Sector and taking into account the changing landscape because of the Machinery of Government changes, the Business Cycle sets out those activities that will happen to ensure that the provision bought both responds to the needs of learners and employers and that we have a more flexible approach to delivery.
During 2008/09, the LSC will be purchasing provision for the 2009/10 academic year. The LSC’s commissioning strategy and allocations process will continue to be used to drive forward delivery of participation and achievement targets. The commissioning strategy reflects the relationship that we need with the FE Sector delivering 16-18 provision and the demand-led relationship for providers delivering post 19 learning.
The LSC will continue to work with key partners in meeting its statutory obligations; this will primarily be with Local Authorities for provision for 16-18 year olds; for those over 19 it will include the Regional Development Agencies, Department for Work and Pensions and Job Centre Plus. Each region will develop supporting regional and local processes to ensure that national deadlines are met.
