LSC internal restructure
Mark Haysom has announced an internal restructuring of the Learning and Skills Council’s Management Group:
“It is clear that this year is going to be a particularly important and demanding year for the LSC. We have to maintain the momentum of success we have built up in recent years; we have to stretch to meet ever more demanding goals on behalf of learners and employers; we have to continue to drive the transformation of the wider FE system. And we have to do all of this and more against the backdrop of the Machinery of Government changes announced in the summer of 2007.
“I believe there are some steps we can take now that will strengthen us and allow us to prepare for what we know already of what the future will hold for the LSC and the FE system. In particular we need to configure our working and our teams in line with Department for Innovation, Universities and Skills and the Department for Children, Schools and Families.
“With this in mind, I am announcing today the following changes to our organisation and structure.”
David Way will head up the National Apprenticeship Service in the interim to ensure it is fully established within the LSC in advance of the appointment of a permanent Director.
Rob Wye will lead a new Group for Young People’s Learning and Skills. This will be made up of the Young People’s Learning Directorate and the Learner Support Directorate and will work closely with the two departments; DCSF and DIUS.
Chris Roberts (Regional Director North East) will head up a new Group for Adult Learning, Skills and Employment, that has been created to ensure the delivery of the post-19 agenda. He will head up this Group in addition to his current responsibilities while David Way is establishing the National Apprenticeship Service. Chris will be paying particular attention to making sure that we have the structures, systems and processes in place to deliver the required growth in Train to Gain in the coming years.
Verity Bullough (currently Regional Director, East Midlands) will head up a new Group for Planning, Funding and Performance. In this new role, Verity will also assume responsibility for Marketing & Communications.
David Russell will head up a team comprised of the key functions of Finance, Information Management, Capital and Infrastructure and Property and Facilities to be called the Finance and Resources Group. David Russell will also chair the LSC programme management board that will be responsible for delivering the Machinery of Government changes.
Sally Stewart, Director of HR, will report directly to Mark Haysom and will become a full member of Management Group with immediate effect.
