16 - 18 Learner Responsive Business Definition 2008/2009

DEFINITION

1. One of three demand led models used to calculate funding, the 16 - 18 model will cover all provision in colleges of further education, independent providers and school sixth forms, for any learner starting a programme who is above the compulsory leaving age but will not have turned 19 on the 31st August of the year in which they begin a specific episode of learning.

DETAILED DESCRIPTION

2. The model covers all learners in the 16-18 age range:

in school sixth forms
in colleges and other providers following further education programmes
taking the new diplomas age 16 - 18
undertaking a programme-led apprenticeship where the learner has not been enrolled on a full apprenticeship framework
participating in Entry to Employment (E2E)
undertaking progression pathways within Foundation Learning Tier (FLT)
undertaking employed apprenticeships, for planning and budgeting purposes

3. The model and funding methodology will also be used to inform funding for the new diplomas and some other off-site provision through key stage.
