Frameworks and Aims Standard File

1 The Frameworks and Aims Standard File has one row of data per aim and one row of data for a framework.

Purpose

2 The user can make use of the ‘Frameworks and Aims’ standard file for all analyses at aim and framework level.

Detailed Definition

3 The standard files are created by running the ‘standard code’ on the raw data collected using the Individualised Learner Record (ILR) and the legacy Individualised Student Record (ISR). The data is converted to both SPSS and Crystal format for further analysis using these products. The standard code introduces a number of derived variables to the data which is stored in the standard files.

4 From 2004/05 a change in the funding mechanism for frameworks means that each individual aim (e.g. NVQ, Technical Certificate, Key Skills) is funded rather than the framework directly. This has an impact on the collection of ILR data, in that details on each of these aims that constitute a framework are collected individually, and no information on the framework itself is collected.

5 In order to deal with the issues that arise from not collecting direct information about a framework, a new ‘standard file’ has been created in which a ‘framework record’ has been created and merged with the aims dataset. There is one extra field in the Framework and Aims file that is NOT in the Aims file, the extra field is Status of NVQ / Framework (A_STATUS).

6 This dataset allows quick identification of framework elements without the need to run any code so you can identify, for example, the start date of the framework. To select records from the file, use A10 (LSC funding stream) and A15 (Programme type) to select framework records or NVQs. For example, if you want one record for frameworks and one record for any stand alone NVQs (i.e. not part of a framework) you need to select where: (A15 is either of 4,5,6,7,9,99 and A10 equals 40) or (A10 equals 50).

7 The table below shows the fields within the Framework and Aims Standard File.

8 Where the variable name is of the form ‘Lxx’ or ‘Axx’ (where xx is a two digit number) then this is taken from the field of the same name in the Individualised Learner Record (ILR) datasets. The definition of each variable is given in the ILR specification. The hyperlink will take you to the ILR page where you can view the latest specification.

9 The definitions for the aims level Derived Variables (those with ‘A_’ prefix) and some learner level Derived Variables (those with ‘L_’ prefix) can be found by following the hyperlinks in the derived variable column of the table.
