WBL Success Rates Fuzzy Match Files

1 These files are generated by the Fuzzy Data Matching methodology and are broadly similar to the WBL Success Rates Pre-Match Files with the exception that learner numbers have been through a thorough matching process and will now be more consistent between years. They provide the input for the creation of the WBL Success Rates Master File, which is used for all new measures success rate calculations in WBL.
Purpose
2 These files provide the main input to the final matching process that creates the WBL Success Rates Master File.
3 The variables in these files provide the means for matching data between years and deriving all the variables needed in success rate calculations.

5 There is one fuzzy match file for each year from 2001/02 to 2005/06 and within each file the L03 has been updated to the most recent number we found for that learner by looking at the programme of study, national insurance number and date of birth.
6 In 2001/02 the standard files were in a different format to the current ILR so the variables have been renamed to their equivalent from the most recent ILR specifications.
7 The definitions below show the fields that occur in these tables. Fields that are from the Individualised Learner Record (ILR) are defined in the ILR Specification. The hyperlink will take you to the ILR page where you can view the specification for the relevant teaching year.

achieve_dup | Identifies the current achievement status of the learner’s study. Used during the de-duplification phase of the master file creation. |
sfl_(year) | Identifies which year the case came from. For example, slf_0102 would identify if the case came from 2001/02. |
a_start | Indicates whether a record is a true start or a transfer |
plan_break | Whether a learner is taking a planned break from learning agreed with the provider (it is only possible to record this in the ILR from 2005/06 onwards). |
