This provides the description and analysis of fee remission in FE colleges in order to help the LSC and its partners assess progress in implementing the fee policy set out in the Government's skills strategy, and to decide upon future actions. The report provides an analysis of fee remission according to the stated reasons for remission and the social background of learners concerned.
Value of Learning in the Adult Market
This research report understands the actual and potential impact of fee changes in the FE system in the context of the Skills Strategy policy to increase fees for some learners and the Skills Campaign. The study was based on a review of existing literature; on interviews with a sample of 15 FE colleges; on conversations with other stakeholders; on analysis of the ILR and further secondary analysis of survey data plus some statistical modelling.

This report explores college fee policies, fee levels and fee concessions to inform the development of fee income generation, LSC policies and target setting, using research to investigate the impact of changes to fees policies on recruitment to LSC funded provision. The research was carried out between August 2006 and February 2007.
Fees and Commercial Income - Good Practice and Other Key Issues
This report provides practical examples of how colleges are responding to the requirement to collect an increasing proportion of their income from course fees and is based upon the finding of interviews with 24 colleges across all LSC regions in England.
