Eligibility of Religious Education Courses in schools and colleges for 16-18 year olds from 2007/08

The purpose of this briefing note is to confirm that religious education courses which are not approved under Section 96 of the Learning and Skills Act 2000 will not be eligible for LSC funding from 2007/08. This includes, for example courses accredited by the National Accrediting Board of Studies (NABS).

This document, LSC Learner Eligibility Guidance for 2007/08 (referred to here as 'the Guidance') sets out the LSC's approach to, and the authoritative guidance for, learner eligibility across the LSC funding streams for 2007/08.

It is a technical reference document and should be used with the various LSC funding stream guidance booklets issued for 2007/08. All colleges, providers and other organisations that receive funding from the LSC for the provision of further and adult education are required to comply with the Guidance.

This booklet provides all funding estimate/claim forms and external Individualised Learner record (ILR) auditor opinions for the year 2007/08. The circular sets out the much simpler methodology of funding reconciliation for providers within plan-led funding. It also provides advice to colleges or other providers and external ILR auditors on how to complete and return them. It also includes an example of a reconciliation statement together with guidance on the calculation of any retrospective clawback of funds for 2007/08 for non plan-led funding providers.

The Distributed and Electronic Learning Group (DELG) recommended to the LSC in 2002 that funding should be mode free. The interim tariff for distance learning provision ('the 14 multiplier') will therefore be replaced from 2003/04. This guidance note explains the way the new tariff will be implemented
