Local Employment Partnerships
LEPs are a new ground breaking way of giving 250,000 of Jobcentre Plus (JCP) overlooked and priority customers (see priority group definitions here) the opportunity to acquire the skills needed to get into work and to develop those skills to stay and further progress in work. They are a ‘partnership deal’ between JCP and employers, supported by DWP, DIUS and the LSC.
Individuals can benefit from a wide range of support through LEPs including mentoring, work trials and pre employment training.
JCP aims to place 100,000 priority customers in to work during 2008/09 through support from LEPs. They anticipate that 50% will require bespoke pre employment training to equip individuals with the skills needed to meet the demand of a specific employer/vacancy.
The LSC will provide pre-employment training when employers engage in Train to Gain or can demonstrate existing commitment to workforce development for those recruited through LEPs. This will help to promote stronger links between recruitment and ongoing skills development.
Sector Employability Toolkits (SETs)
Recruitment toolkits have been developed by nine Sector Skills Councils (SSCs) through a joint national project between Sector Skills Development Agency, Jobcentre Plus and the LSC. These include a framework for a 2 week sector specific pre employment training programme for each of the nine SSCs. These frameworks can be used by LSC, employers, providers and skills brokers to inform the design of pre employment for LEPs. It is anticipated that employers will wish to tailor these to ensure that the training meets their individual recruitment needs. Regions have access to other models of occupational routeway training which can be used to support pre employment training for LEPs if more appropriate to meet employer needs.
