Guidance for Colleges on the Self-Assessment of their Financial Management and Governance Frameworks, and on Provider Financial Assurance Regional Team Reviews of these Frameworks in Parallel with Inspections by the Education Inspectorate (The College Guidance)
Annex B to The College Guidance – The Self-Assessment Report Questionnaire (published as a separate document) in respect of its 2006/07 reviews of financial management and governance at colleges.
Changes to these documents have been kept to a minimum and reflect new LSC Circulars, the revised Instrument and Articles of Government, and the move to regional management of PFM with effect from 1 June 2006.
To aid completion, set out below are details of the sections of the documents which have been amended. These are as follows:
The College Guidance – Paragraphs 1(b), 2, 14, 25 and 39, annex C, annex F and annex G.
Annex B to The College Guidance – Questions 14, 22, 23 and 29. In addition, entries in the reference column have been updated, where necessary, to reflect the new financial planning and financial statements circulars, and the revised Instrument and Articles of Government.
The updated documents are now extant and will be used to inform PFM reviews at colleges in parallel with inspections from September 2006.
