The Train to Gain service, managed by the Learning and Skills Council (LSC), provides businesses with impartial, independent advice on training through a network of skills brokers across England. Train to Gain also publicly funds some training for employees. The service was launched nationally in August 2006, and by the end of June 2007 some 119,153 learners were undertaking training that was publicly funded by Train to Gain.

Train to Gain represents one of the most important developments in skills policy in recent years. Introduced in April 2006, and fully rolled out in August of the same year, Train to Gain is a national service for businesses, providing them with help in identifying and sourcing training that will improve the skills of their workforce and their business performance. It aims to encourage employers to invest in the development of the skills and qualifications of their employees.

This provides the description and analysis of fee remission in FE colleges in order to help the LSC and its partners assess progress in implementing the fee policy set out in the Government's skills strategy, and to decide upon future actions. The report provides an analysis of fee remission according to the stated reasons for remission and the social background of learners concerned.

This research report understands the actual and potential impact of fee changes in the FE system in the context of the Skills Strategy policy to increase fees for some learners and the Skills Campaign. The study was based on a review of existing literature; on interviews with a sample of 15 FE colleges; on conversations with other stakeholders; on analysis of the ILR and further secondary analysis of survey data plus some statistical modelling.

This report explores college fee policies, fee levels and fee concessions to inform the development of fee income generation, LSC policies and target setting, using research to investigate the impact of changes to fees policies on recruitment to LSC funded provision. The research was carried out between August 2006 and February 2007.

This report provides practical examples of how colleges are responding to the requirement to collect an increasing proportion of their income from course fees and is based upon the finding of interviews with 24 colleges across all LSC regions in England.
