The LSC Funding Guidance for 2008/09 is being written for 2008/09 as a single set of guidance for providers rather than the previous approach of writing individual funding guidance documents for each particular funding stream. For providers delivering activity across all or most of the LSC funding models this should both reduce the volume of guidance and ensure that those managing and delivering programmes have to adhere to a single set of rules, regulations and guidance.;The LSC Funding Guidance for 2008/09 will consist of 5-6 documents that will be published as a series of booklets during the Spring and Summer terms 2008. Each document will be available as they are published on the LSC website and they will all then be printed and distributed in July 2008.;In 2008/09 both the LSC and all our providers are facing major changes to the funding formula methodology so the intention is that the rules and regulations currently in place for 2007/08 will be rolled over for 2008/09. The only major change will be the simplification often requested by the sector in harmonising the previous rules (principally in FE, WbL and Train to Gain) into a single set of rules and regulations. The Principles, Rules and Regulations document is expected to be the largest individual document within the umbrella LSC Funding Guidance 2008/09. ;A much shorter and simpler version is intended to be produced for school sixth form provision delivered in schools after the main guidance appears on the website. The paper is released with the agreement of the FE Communications Gateway Panel.

The further education White Paper Further Education: Raising Skills, Improving Life Chances (March 06) set out the commitment to develop a new approach to funding for 14-19 year-olds and to move to a position where more funding is driven directly by employer and learner choice. The Leitch review (December 06) endorsed this direction of travel. As a result the DfES and the Learning and Skills Council are working together on the details of how we can put the purchasing power into the hands of the customer … whether employer or individual learner - to make sure the system is as responsive as possible to their needs. This consultation paper seeks views on the proposed reforms required to deliver the adult skills, employer skills and 14-19 challenges.
