Essex 16-19 competition

LSC Essex launched two 16-19 Competitions, one each in Thurrock and in Basildon, in response to the Strategic Area Review which concluded that current post-16 learning provision in south Essex is not meeting the needs of learners, local communities or employers.

LSC Essex will have made a positive difference to the learning landscape in south Essex, transforming the
FE sector for 16-19 year olds so they can benefit from a comprehensive and exciting range of education and training options in world-class facilities. The Competitions Process in Basildon and in Thurrock is just one part of a wider picture of investment and improvement in those areas".
"Those wider initiatives, together with the outcomes of the Competitions Process, will ensure a better future for the young people of south Essex and for the local workforce, both now and in the future". "There will be full consultation prior to and during the Competitions in line with national guidance, with a final announcement of the two winners, one each in Thurrock and in Basildon, expected by late summer 07".

Competition Proposals
On Friday 15
th June the period for submitting proposals for both the Basildon and Thurrock Competitions came to a close.
Two proposals were received by Essex LSC, one for each area. Summaries of the two proposals can be viewed below and full copies of each proposal are available on request.
The proposal received for the Basildon Competition is a collaborative arrangement led by SEEVIC College.

On Friday 3rd August 2007 the six week period of consultation came to a close. During this period comments on each proposal were invited and welcomed from Stakeholders and the public.
A Stakeholder Selection Panel was held for each area in August. The panels assessed each proposal against the specified competition criteria, taking account of views and comments received during the consultation period, and made a recommendation to the LSC on whether to accept or reject the proposal. The LSC held a Panel for each area again assessing each proposal against the specified criteria and taking account of the recommendation of the Stakeholder Selection Panel and any comments received during the representation period.
The decisions of the panels were to accept both proposals subject to amendments and this was ratified by the LSC Essex Council on the 4
th September. Stakeholders were notified of the outcome of the Competition on the 10
th September which commenced a two week period for appeals.

Guidance for 16–19 Competitions
This document sets out the process the Learning and Skills Council (LSC) will follow in running 16–19 competitions. It provides guidance on the circumstances in which a competition will be held, the criteria, process of competitions and the arrangements for representations and decision-making.
This document is of interest to post-16 education and training providers, members of local authorities, local
LSC, potential promoters of new 16–19 provision and other local stakeholders with an interest in proposals for new 16–19 provision in their area.

16-19 Capital Fund Guidance
This document confirms the arrangements for the allocation of funding from the new combined 16-19 Capital Fund, which is administered by the Learning and Skills Council (LSC) and will be used for new qualifying 16-19 provision in schools, further education (FE) institutions and FE 16-19 academies. It explains the context of the fund and eligibility criteria. The annexes to this circular offer further details of the criteria, frequently asked questions, guidance for applicants to the 16-19 Capital Fund, examples of potential proposals, and an application form.
