Invitations to Tender Apprentices Redeployment Support Programme
In October 2008, the Skills Secretary announced a package of measures in response to the economic downturn. As part of this package, the Learning and Skills Council (LSC) in London made funding available through the European Social Fund (ESF) and Train to Gain to boost skills interventions for individuals under notice of redundancy and those made recently redundant.
To complement this provision, LSC London has launched an Invitation to Tender (ITT) to use ESF to support apprentices who have been made redundant, or have been issued with a notice of redundancy. The support will be to assist such apprentices to find a work based training placement with an employer to enable them to complete their Apprenticeship Framework and enhance their opportunity to secure alternative employment.
The ITT is only open to providers who have successfully come through the Qualified Provider Framework (QPF) process for the provision sought under the Apprentices Redeployment Support Programme and that have been invited to tender to deliver this provision. Details of the ITT will be sent through the Bravo e-procurement system to the named contact for your organisation.

ESF Train to Gain Train to Gain is a service to support employers of all sizes and in all sectors to improve the skills of their employees as a route to improving their business performance. It is a commitment to jointly invest in training, by employers and Government. The success of Train to Gain – to enable employers to successfully meet their current and future skills requirements – will rely on a commitment from employers to jointly invest in training with Government.
In order to meet the expected employer demand in London (including additional demand that may be generated by LSC-funded activity in response to the economic downturn) the LSC has launched an ITT to procure additional Train to Gain activity for London. The ITT is open to employer responsive providers who have successfully come through the QPF process for delivery of Adult Education and Training Services. Details of the ITT will be sent through the Bravo e-procurement system to the named contact for your organisation.

Strategic Overview
London is one of the world’s most successful, dynamic and diverse cities. However, London’s success is marred by the persistence of deep inequalities and a poverty of aspiration. Around 600,000 Londoners have no qualifications and almost 30% are not in employment. With the lowest rate of employment in England, the Skills and Employment Strategy’s objective is to raise London’s employment rate of 70.5% to 72%.
Through the investment of £740 million in the region over 7 years, the 2007- 2013 ESF Programme, under the strategic responsibility of the Mayor of London, can help achieve increases in sustainable employment and support businesses to raise the skills of London’s workforce.
Together London’s four Co-financing organisations, the Learning and Skills Council, Department for Work and Pensions, London Development Agency and London Councils will work collaboratively to deliver a joined up programme in the region aligned with the London Skills and Employment Board’s Strategy. LSC London region is one of four Co-Financing Organisations delivering the London 2007-2013 European Social Fund (ESF) programme under the direction of the Mayor of London. The programme will contribute to sustainable economic growth and social inclusion by extending employment opportunities and by developing a skilled and adaptable workforce.
Our first Co-Financing Plan for this programme (available below), which runs from 2007 to 2010, sets out how we will distribute our ESF allocation in line with the priorities set out in the London ESF Regional Framework.
