How to bid on a contract

The delivery of the London 2012 Games and their legacy is like no other programme of work. The scale and specialist requirements, coupled with the immoveable deadline for delivery, create a set of specific and unique challenges.

The Olympic Delivery Authority (ODA) published the draft Procurement Policy on 19th July 2006. The policy was open to public consultation (until the 2 October 2006), and it will be re-issued shortly. Details can be found at: http://www.london2012.org/en/ourvision/ODA/

The London Organising Committee of the Olympic Games and Paralympic Games (LOCOG) is adopting a sustainability management system, which will incorporate a ‘green filter’ for planning, tendering and procurement decisions. This will be applied across all Olympic operations, with a view to optimising costs and reliability whilst taking into account environmental and sustainability criteria. It is intended to make full use of e-procurement and e-tendering. Details of procurement opportunities can be found on the ODA website at:

The procurement principles, as approved by key Olympic stakeholders, are designed to ensure that:

  • Sustainability lies at the heart of the delivery of the Games
  • Facilities meet the highest standards of design quality and are of lasting use
  • Local people are given every opportunity to benefit from the new jobs before and after the Games
  • The Games are the most environmentally-friendly ever
  • The Olympic projects bring lasting economic, social and environmental benefits to London and the UK through regeneration and the creation of a lasting legacy

Businesses wishing to tender will need an understanding of the procurement arrangements, rules and regulations e.g. Official Journal of the European Union (OJEU) procedures, e-procurement and e-tendering. In addition, they will need be aware of, and comply with the operating ethos of the Games i.e. procurement values.
