Tendering
Below are the stages of ESF co-financing tendering.
Stage 1 - Restrictive TenderingExpressions of Interest (EOI) needs to be submitted using the Pre-Qualification Questionnaire (PQQ). The PQQ is the first of a two stage process that provides basic information about you and your partners, whilst also assessing your ability to deliver against a criteria.
When PQQ's have been received and appraised by the LSC, we will select between 5 and 30 applicants under each specification to submit a full tender in the second stage of tendering. Applications are appraised and scored in an identical and nondiscriminatory manner by evaluators in line with the published eligibility and specification requirements. Applications whose score meets the required threshold will move onto stage 2.
Stage 2 - Open and Competitive Tendering
The application form for full tender applications will be issued only to those applicants who are invited through to stage 2. The key areas you would be asked to cover are:
- Project Details
- Project Design and Management
- Project Monitoring and Evaluation
- Outputs and Results
- Financial Information
- Risk Assessment
- Exit Strategy
Those applications that meet the threshold are then evaluated by a regional moderation group who will jointly agree on those applications that will be taken forward to the next stage of contract negotiation.
