Leeds Review
The Learning and Skills Council (LSC) announces that the period of consultation on the reorganisation of further education in Leeds will be extended until the 21st December 2007.
The Leeds Review was commissioned in response to Proposal A part (ii) for Leeds arising from Strategic Area Review. This proposal outlined that as part of the development of 14-19 collaborative working in Leeds the LSC should: '…undertake a review of structure and curricula in all post-16 colleges, schools and work –based learning providers to test if the needs of learners and employers are being met and that these structures provide value for money.'
If we are to ensure we rise to the challenge of government policy, meet the needs of employers and contribute to increased economic development within the city there is a need to raise participation and attainment amongst young people. We look to achieve this through the provision of high quality learning opportunities that should be delivered in new and exciting institutions that will inspire and motivate young people to continue in their education and achieve higher levels of qualifications than is currently the case.
Following a tender exercise Cambridge Education were commissioned to carry out this work and published their findings in October 2006, following consultation with key stakeholders. These findings were accepted by both the LSC and Leeds City Council. Recommendations included the reform of school and college provision for14-19s to ensure greater focus on learners’ needs and improving standards. Subsequently, the LSC commissioned a strategic options review of FE, followed by an informal consultation on its recommendations for college mergers.
The LSC has now launched a formal consultation (closing 7 December 2007) on a possible merger of five of the Leeds FE colleges: Joseph Priestley, Leeds College of Building, Leeds College of Technology, Leeds Thomas Danby and Park Lane College- which is based in Leeds and Keighley. The LSC is also in discussion with key stakeholders within the city, including the City Council and Skills Board, regarding proposals and recommendations for any structural change within the post-16 infrastructure.
