Entry to Employment (e2e) was conceived in the report of the Modern Apprenticeship Advisory Committee,
Modern Apprenticeships: The Way to Work (September 2001), as a new programme of high quality learning for young people at the pre-Apprenticeship stage.
‘We consider that there should be pre-employment provision to cater for those who are not yet ready to enter Apprenticeship or other employment. It might be known as "Entry to Employment".’

e2e encompasses the existing arrangements for pre-employment and other provision below NVQ Level 2 (including preparatory training, Life Skills and ‘Other Training’ at
Level 1).
The aim of e2e
e2e is conceived as consisting of individually designed programmes within an overarching framework, which will respond flexibly to meet learner’s needs and will offer a range of provision.
